manager not Leaders.

In many other problems one problem which Pakistan is facing is producing managers not Leaders. If we see to our 63 years history, we found that we are unable to produce one such leadership which can Lead to us but we produced good managers which can take dictations and can manage the crucial time by his good management. but at lower level they are unable to do this as well because the lower managers don,t have such Leadership as upper level have. 

  The reasons???
